Fixed World Edit Bug

• Explain what is the bug and how you repeat it: If you are mocking jay and you go into the admins world

with //wand you can edit the admin's world spawn. It cannot be done with just placing blocks but it can be done with world edit. I replaced some of the quartz block when i found out i could do it but then did //undo
