I think that in voting when a staff member is in a winning position e.g. First second or third that whoever is below them gets the position they had. Example: Christhelink 1st place with 122 votes!
cinder888 2nd place with 100 votes!
Icycreamy128 3rd place with 97 votes!

Cinder888 Would be ranked to first and whoever was in fourth would be in second and fifth would be in third.

No, this is not the case, as the top voter, say it was TheCakeGod at the #1 spot. He can gift the +3 to any user he decides to. The same goes with other top voters who are already mockingjay. They can gift ranks to others if they are at the top.

The #4,5 top voters don't get anything.
