I'm going to try to vote as much as possible this month because I want mockingjay, but because I'm capitol, is there a way that if I was to get 1st or 2nd place, to rank up one, and then give the rest to one of my friends to rank up 1 or 2? Also, is there a command that lists the top voters so far, and how many votes they have?

No, either you rank up, or your friend ranks up.
