Votes Count If Server Down???

Hi I have seen the server down for a lot of time and open for some time and my question is:
Do the votes count even if the server is down or we aren´t in it????
Please reply if you know anything about that.

You have to be in the server in order for the votes to count. Sorry. But you'll have to wait.
