You have to either vote every day for a month straight (beginning to end) to get top voter and get free ranks or save up enough voting tokens to buy member with them.

To be top voter you have to be the one with the most votes, so if you get 1st place you'll get mockingjay.
When I did this I had to vote 177 times.
