Fixed Muted people can speak through /minecraft:me

Explain: I met a muted player today (Jonik_123) and they could still talk through /minecraft:me.

I saw this too. I'd also like to point out a few things...
1. He admitted he was muted... (weird)
2. The previous day, Bach had come on and told everyone not to use that command because it could be considered bug abuse. Jonik was there and knew very well that Bach had said that, yet he continued to use the command today.

I know! _Bach_ told everyone to stop that.. I agree but if your muted, and you know why you are, I think you should STAY muted to think what you've done wrong or if you've spam too much... He said he break rules ... :/
