Fixed Kit Cooldown Glitch

• When do you discovered this Bug: Many days ago
• Explain what is the bug and how you repeat it: Yesterday I used the kit oitc and when I go to pick it again today it says it needs to cooldown, this has happened to me many times, one day it happened that I used oitc 3 days back and it still was in cooldown. Picture: http://imgur.com/TLxZXuH
