Cant create plots?

K, so i only have 24 plots in creative, and as mockingjay says, u can have INFINITE plots, not 24! so the point is it is not letting me claim anymore plots

Where in the mockingjay perks does it say 'infinite plots?' And 24 is allot of plots. Some people only have one.
