That's probably just a rumor. There's still a 100th of a chance of spiders spawning with a skeleton.

Yes I think.

It is more rare, but not super rare.
Escpecially because the difficulty is 3.00-3.75 (2.75 is default hard mode)
It can go up to 5 I think, which makes a 5% chance for skeletons and zombies not to spawn with armor
