no but they can replace a block with //set then use button 3 or th scroller thing on a mouse to put that block in your hotbar (if that makes sense)

No. Command blocks are forbidden from players to use, and mob spawners are banned and wouldn't do anything any way because mob spawning is off.

^ No one but Chris Zain and Cookie can use command blocks. I've seen plenty of people have them, but they are powerless.

As far as mob spawners, Kaios is right. They are both banned and pointless
