Global Voting winners

Quick suggestion: maybe voting winners can choose to give their reward to someone else. E.g. Joni always wins but he can't rank up any further, maybe he could pass the reward to a friend who isnt mocking jay+

All you do is notify Zain of who it is you want to gift it too. The last time this happened was February 1st, 2015 (so January of 2015 voting month time area thingy) as far as I can tell
