Voting Rank Up Question

in the Vote system if you get 1st or 2nd place and if your Capitol will you just get 1 rank up and nothing else or 1 rank up with something?

Im not sure (since im not staff nor have i experienced this) but I believe that if you win +3 as capitol, you can give the remaining +2 to a friend.
