Voting Rank Gifting?

I was thinking of trying to become top voter, but since i am already mockingjay, i wanna gift it, how do i gift it?
When the top voters are announced do i msg someone or what?

If you become any of the top voters you may gift your rank(s). When top voters are announced just PM Zainos on forums telling him who you want to gift it to.
