No, it used to be openable i'm guessing a staff accidently placed that block there.

There are a lot of chests that don't have blocks over the top of them that you cant open, in the cornucopia of many maps there are chests that people cannot open, some examples of this is the cornucopia on breeze island, aviacia (Or however you spell it) and winds of change.

It's because they used to be "crates" which didn't matter if a block was on top of them.

Ya there are a lot of chests that can't open because of a block above it, I should find more of these.
