Ehhh, you could at the start. Some people would just get mad at others for reporting them and started arguments and stuff.

They're confidential especially to protect the reporter from people getting mad at them and doing things to them for reporting them. Additionally, people don't need to see what other people have been reported for. If you are reported, and the offense is legitimate, you will know as you will be punished and a reason "Via Forums Report" will be on the reason for punishment.
