Global Ranks?

I think we should get a new rank. I mean we've had this rank system forever.

This is very late, but as a mockingjay, it wouldn't be very fair to me (and probably all the other mockingjays) because they paid a lot of money for the rank, and I wanted the highest rank, because we paid our money for the top rank and now there is another rank topping mockingjay? I don't find it very fair, and sorry but I don't really agree with this idea.
