Let people /sg reload

I think this should be a thing like for me most of the servers are broken at night. No mods are on and ye. So I was thinking you can let some really active sg players do it.

I pass on this, /sg reload is a pretty powerful command. Sorry if staff is not on when a server is glitched.

There is bug in scbb like this. All the Signs say 3 dead 1 alive and it stays like that forever. :x
