Windows:
Right click the windows icon and click Run. Type %appdata% Then go into the .minecraft folder. Then find the resourcepacks folder. Once inside, drag and drop the resource pack into that folder.
BTW texture packs are for 1.4- I think. Resource packs are the new section (they allow sound changes and such)

You can easily find a guide on somewhere like minecraft forums.
