Is there a reason SW maps only hold 12 players at the most? Why can't there be arenas that hold 20?

This always happens to me, but I'm the one that's still alive. For example, it says there's only 2 players left but I am the only one in the arena. It's kinda cheap because Iv'e lost over 5 games to this.
