Global Time Between Messages

So lately there has been a wait time between messages. This seems to be good because it can stop annoying spam. However there is a wait time of 5 seconds. I feel that this is way to long. Some people need to chat fast while running in a game. Im not saying they should be able to type in a half second, but i feel like right now, the time is too big. This is well intentioned, but i suggest maybe a decrease to about 3 seconds. Lemme know what you guys think.

Yeah that would be nice. I was thinking this:
Mockingjay-Peacekeeper: 2 seconds
Career-Sponsor: 3 seconds
Tribute-Member: 4 seconds
Default: 5 seconds
It would encourage players to donate I guess xD

Yes, it is a recent addition to end a majority of the rule breaking spam, advertising, and profanity. This is all subject to change, but I don't think ranks should have different times to wait since all ranks spam.. But, I see the struggle with players that type fast, so well, maybe it will change. Who knows.
