Heads for creative

So i was looking through the forums and every single question like this was answered with: "use the command //set skull; <NAME>" but i have tried that and it says "You are not permitted to do that. Are you in the right mode?" and i have no clue what to do. So my question is, how can i get player heads in the creative server without this message popping up, i used my username for the name, Sam_The_Slime, so plz help me.

I'm pretty sure now you can do /skull <name>

Im pretty sure you need to be a donor (I think Peacekeeper and Staff) to do /skull.

Peacekeeper+ get acces to /skull {user}

If you are Mockingjay and wish to set a skull using WorldEdit I believe the command is //set skull {SkullOwner:"Name"}
Where you use the double vertical line, not the colon.
