Annoying person begging for Member Rank

This person (Aubz571) is spamming the chat and begging people to give them a rank, which is Member. It's very annoying, and at least give them a punishment.
BTW I didn't know where to put this post so I put it here.

They were bugging me as well, and I told them to go vote.
I don't think they were breaking server rules, so they can't really get a punishment. But I'm not staff, so if I'm wrong, correct me.
It's just very annoying.

Well if they were spamming it you could report them in player reports...
but if they're just asking a player for a rank it isn't against the rules (asking staff for a rank is)

Asking staff for ranks is against the rules, but spamming the same message is also against the rules. So, it sounds like they were breaking the spam rule to me if they were just asking everyone the same thing.

If you report a player, please include screenshot/video evidence. Thanks
