That seems a bit pointless in my opinion, since excessive caps isn't permitted, it would make sense to do it so only 30% of the characters in the message could be caps. Important words such as player names, short words (2 or 3 letters) to emphasize a point, or the first letter in every sentence...

Personally, I find the use of excessive caps annoying and frustrating to read. It's basically a way of people getting more attention and solves nothing in the long run.
