No there is no issue, with the kit unlocker you can get VIP only kits and you will have to either ignore it OR get VIP in order to use them...

That's a lie. The "system" you say is one of the features that came WITH the balance update so you must have got it and you must have used it, so please don't lie ;)

This is not a bug, the alternate recipe to craft chiseled block of quartz is this: You could view it by doing /recipe quartz_block:1 OR /recipe 155:1 (Since you have done /recipe chiseledquartz which is an invalid item UUID)
