No, I don't believe you can gift it to several people (+1 rank to multiple instead of +3 to one). When I was 2nd top in April, I could only give it to one person. But, if top voter is shared (as in, more than one person has the "most votes") then they both get the rewards individually

Have you tried flipping it on its side? Perhaps go check in settings and see if anything changed. I use mobile a lot, and it has never given me this issue... Very odd
