I'm able to use every biome but Sky and underworld biome and I was wondering why

So I started to play skyblock today and then found out there was an underworld biome and a sky biome but it says i cant use them and i been asking people on the server for help but no one responds so i was wonder if it was a glitch or if i just need to expand my biome or something please respond...
